2. Fusaka first public testnet upgrade planned to activate on October 1
Fusaka’s first public testnet upgrade is scheduled to activate on October 1. Four client teams have not yet released the versions for next week’s testnet upgrade; after all testnet upgrades are complete, the Fusaka mainnet client will set the default block gas limit to 60 million Gas. The EthPandaOps team plans to start a Holesky shadow fork tomorrow.

3. Uniswap Labs launches Compact v1
Uniswap Labs released Compact v1, a non-custodial ERC-6909 contract that addresses cross-chain liquidity fragmentation by managing resource locks. It includes four core components and is supported by LI.FI and the Rhinestone team.

4. Decentralized AI verification network Mira Network announces build on Base
Mira Network, a decentralized AI verification network, announced it is building on Base. Mira says its goal is to solve “AI cannot be trusted at scale.” Current model accuracy has plateaued at about 75% and hallucinations remain, while billions of people will soon rely on AI for important decisions. Mira uses a consensus mechanism to verify each piece of information and writes the results on-chain to enable verifiable AI.

1. Hong Kong SFC and HKMA publish “Fixed Income and Money Markets Development Roadmap”
The Hong Kong Securities and Futures Commission and the Hong Kong Monetary Authority jointly published Hong Kong’s “Fixed Income and Money Markets Development Roadmap.” Through promoting demand, liquidity and innovation, the roadmap strategically positions Hong Kong as a global fixed-income and money markets hub. It proposes key measures around four pillars, including primary market issuance, secondary market liquidity, offshore RMB business and next-generation infrastructure. The roadmap was developed after extensive industry consultation and will guide the SFC and HKMA’s policy work in the coming years to support a diverse and sustainable capital market.

2. Australia publishes draft digital asset regulation requiring crypto platforms to hold financial licences
Australian Assistant Treasurer Daniel Mulino announced on September 24 that the government released a draft bill to regulate digital asset platforms. The bill extends financial services law to crypto businesses and requires major crypto platforms to hold an Australian Financial Services Licence (AFSL). Licensed entities must manage conflicts of interest, provide dispute resolution mechanisms, and meet minimum custody and settlement standards.

3. UAE signs agreement to adopt the Crypto-Asset Reporting Framework (CARF), plans tax information exchanges in 2028
The UAE Ministry of Finance announced it has signed the multilateral competent authority agreement for automatic exchange of information under the Crypto-Asset Reporting Framework (CARF). The UAE plans to implement CARF in 2027 and expects the first exchanges of crypto-related tax information in 2028. The framework sets up automatic exchange of tax-related information on crypto-asset activities to maintain global tax transparency while providing clarity for the crypto sector.

4. HSBC launches tokenized deposit service for cross-border transfers
HSBC has launched tokenized deposit services to help its corporate clients move funds across borders securely. According to a September 22 statement, the bank completed its first cross-border USD transaction via blockchain between Hong Kong and Singapore this month.
